Activists in Puerto Rico Fight Against Hair Discrimination with Proposed Legislation

Cynthia Collazo Pacheco, co-founder of Colectiva Resistencia Cimmarona, has been on a mission to combat hair discrimination in Puerto Rico. Growing up, she faced bullying and derogatory comments about her natural Afro-textured hair, leading her to seek a perm at a young age. However, even after altering her hair, the hate persisted.

Collazo Pacheco, along with other activists, joined forces with 28 organizations in Puerto Rico to push for legal protections for Afro-descendants with natural hair. Their efforts culminated in the proposal of Senate Bill 1282, which aims to ban discrimination against natural hairstyles in the workplace and schools. The campaign, known as “Mi Cabello es Mi Corona” (“My Hair is My Crown”), has garnered support from Black female senator Ana Irma Lassen.

The activists faced challenges and backlash, including resistance from the business community, but their perseverance paid off when the legislation passed in the Puerto Rico House of Representatives. However, the bill still awaits the signature of Governor Pedro Pierluisi.

The issue of hair discrimination goes beyond hurt feelings, as it can impact access to education, employment, and higher-paying jobs for Afro-Boricuas. Activists like Collazo Pacheco and Analis Ruiz are determined to dismantle the system of racism through their advocacy for natural hair acceptance.

As they await the governor’s decision, Collazo Pacheco reflects on the transformative power of embracing her natural hair, particularly through locs. She sees it as a symbol of self-acceptance and beauty, likening it to watching a tree grow. The fight against hair discrimination in Puerto Rico is not just about hairstyles; it’s about challenging societal norms and promoting inclusivity and equality for all.
